As a result of the Russian Federation's launch of a hybrid war in 2014 and its transition into a criminal, bloody war in February 2022, Ukraine found itself on the first line of fire, on the front line of the entire civilized world's struggle against such a phenomenon as racism.
On August 19, 2022, at the initiative of the Bar Council of the Kyiv region, together with the Kyiv Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, the Ukrainian Research Institute of Special Techniques and Forensic Expertise of the Security Service of Ukraine, and the Vadym Hetman Kyiv National University of Economics, the International Scientific the practical conference "Assessment and compensation of damage caused by the conduct of an aggressive war by the Russian Federation against Ukraine".
The event was held in a mixed format (live communication and online video conference).
Our current confrontation with Russia has its roots in ancient times and is essentially a war between two civilizations: Horde and European. That is why the fury of our enemy brings such large-scale destruction and destruction.
The purpose of the event was to discuss the specifics of recording war crimes, establish and prove the causal relationship between the guilty actions of the aggressor and the consequences in the form of caused damage, current issues of expert support for the detection and determination of damage caused by the armed aggression of the Russian Federation against Ukraine.
Opening speeches at the conference were made by representatives of the Kyiv Region Bar Council – Yevgenia Vakulenko , Deputy Chairman of the Kyiv Region Bar Council, and Oleg Chernobai , a member of the Kyiv Region Bar Council, as well as experts – Oleksandr Ruvin , director of the Kyiv Research Institute of Forensic Examinations , and Andrii Svintsytskyi , director of the Ukrainian Research Institute of Special Equipment and Forensic Examinations of the SBU.
Today, all sections of the population of our country are united for a common goal – to make the aggressor pay for the bloody crimes committed in Ukraine.
That is why one of the central issues of the conference was the discussion of possible effective mechanisms for compensation for the damage caused by the aggressor and the search for financial sources for the restoration of Ukraine.
At the conference, judges of the Criminal Court of Cassation, Civil Court of Cassation, Commercial Court of Cassation as part of the Supreme Court, employees of the Office of the Prosecutor General of Ukraine, the Security Service of Ukraine, the State Bureau of Investigation, experts of the ISTE of the SBU and KNDISE, leading scientists gathered at the conference at one round table to discuss pressing issues KNEUE, lawyers and American colleagues.
As a result of discussions with the participation of leading foreign colleagues, conceptual proposals were formed for the Road Map of bringing the Russian Federation to political, criminal and material responsibility for unleashing a global, criminal war against Ukraine.
All materials based on the results of the International Scientific and Practical Conference will be published in the collection of materials and report abstracts.
Based on the results of the discussion, a number of proposals were developed that will allow creating effective mechanisms for bringing the aggressor to justice. A jointly created document, which, after its signing by the active participants of the conference, will be submitted to the relevant Committees of the Verkhovna Rada of Ukraine.
